How do I get my image to be in background for menu bar?

I have tried numerous times to put an image to the background and put the menu bar on top of the image.  It will not allow me to do it.  I have ensured that I have pushed the button that says bring forward for the menu bar.  None of it is working.   Can I not use an image to be the backdrop for my menu bar?

Hello,

The reason why you are not able to put the image behind the navigation menu, is because the image is not a master element that will appear on every page. The master temple items will always load first and behind the other elements. 

To fix this, you would have to do one of two things. Make the image to also appear on all pages. as shown in the article below.

Or you can add the navigation menu to each page by making sure you do not have the yellow box next to page settings clicked when adding the navigation menu.
