When I create a new page on my exisiting website the page style does not clone to the new page rather it is a blank white page. This means that I must copy and paste all of the existing page features to the new page.

If you want to duplicate a page, just click the arrow on the right side of the save button and select Save As. Give the page a new name and you will have an exact copy of the original page. If you want to copy a whole site to a new site, I can do that for Sitebuilder sites if needed.

Ok then how do we make that a style for a new page. There is a drop down, but even after I've saved the page I want to duplicate, it does not show up.

When you select Save As, and give the page a new name, you create an exact duplicate of that page. In the view page menu, you should then see the old and new names.
