I'm not sure what you are seeing, but elements should be in a fixed position when you place them on the page.

You would have to do that with jquery or css code. It is not a built in feature.

Please add this to the list, a lot of new website have this feature. along with Mobile Optimization. The add on service you offer for Mobile is not worth the price. It needs to be built in.
