Is it possible to start a design, modify it, grab the raw HTML+CSS of the site and finish tweaking from within my own page builder?

It is not. There is no direct access to the code. Depending on what you want to edit, there may be something you can do. It depends on which site as the builders are different. In Sitebuilder, you can add CSS to the head section under page settings and that will override the template. On the new Websitebuilder you may make certain changes on the design tab on the left side, but we are not designed as a hand coding site.

Hi Drew.  Is it possible that if you loaded your own html file, the system would/could read and process it?  Thank you.

You can upload an HTML file via the file manager in Sitebuilder, but while it will display when published, you will not be able to edit it in Sitebuilder.
