I wanted to make another website, and will eventually be closing down my current one.......do I need to pay for the domain name now......I didn't plan on publishing the new site for a few months?

Not at all. You can create a new site without a domain name. The domain can be added at any time.

I would also like to make a new website, but eventually have it replace the current one.  I want to take advantage of the new Website Builder features and am told I had to totally start from a new site.
Does it matter what I name the new one? It shows a domain of ".homesteadcloud.com"  Is this just while I am creating the site?  Will I be able to transfer it to my plain ".com" domain when I am thru?  I did my original so long ago, I don't recall if that's how it began.

Yes. Name the site anything you want and build it. When done, the domain association can be changed to the new site.
