Our site went down due to a billing problem with the domain.  It was down for about 24 hours, but back up.  Our email went down as a result of the website going down, but now the site is back up, will emails sent to us over the last 24 hours come through or are they gone forever????

I am sorry, but when a domain is done, email can't be delivered and are likely lost. Some mail providers may try to resend them for up to 24 hours or so, but that is less common than it used to be.

ugh.  was afraid of that...so it is entirely dependent on the sender's provider, not ours, then.  looks like the email is now working.  before the site was back up, I tested some outgoing messages and they worked (from domain email to my personal yahoo account).  Can I take it to mean that the outgoing messages were working while the site was down?

When the domain is down the Internet essentially does not know how to route email to your domain, because it doesn't exist. You may have gotten lucky on the outgoing, but if it went out, it should have been delivered.
