Can I move my blog to a blank page?

I created a blog in my index page. I tried to open a page for paste it in. When I did it it said that I only can create one blog per page. I just want to paste it in a blank page.

You can create a blank page and then just add the blog element like normal, by clicking the blog option under the Insert button just like you would normally add it new.

Then, just delete it from the other page.

Does this also pertain to moving an existing blog from NEWS page to my HOME page?

Yes, You can just open the home/index page, and click Instert (move mouse over the text option), and click on the link to add the blog.   It will display the same contents as the blog on your News page, but it is possible. Then, if you want to delete it from the News page you can too that too. It will not hurt anything to have it on both pages.
