I am editing my website and making some major changes. I want to have two rough drafts: one that I use to edit the current website and one that I am making major changes on. Is this possible?

You can just name the pages something else. For instance you have an existing page called "page1" You can call the new page "page1new" When done, you save the new pages as the old file names. You will have to be careful of links though. If you link to the new pages, you will need to update those links when you change the names.
You should consider creating a new site to redesign the whole thing. If you do so, the new site will be assigned to our new Websitebuilder and will provide a more modern looking website when done.
