Adding documents to website

I'm new to all this, but I have been moving along pretty good. Except I can't seem to locate how to insert a document into my website. As an example, we are a non-profit state organization that is divided into 4 districts. I have PDF files for each district listing the counties involved. I'd like to be able to have a button for each district so people could see the counties involved if they want, without taking up a lot of space on the website.  I did put the PDF files in Document folder, under Files in Elements. I'm using Website Builder.

Perfect, you are on track. Next add a button or text for each district. Then add a link to the PDF document for that district. Refer to this article.
