A red dotted line in the Websitebuilder?

When moving around social icons to the header, a red dotted line shows up and it shows up ever in the preview, not sure what it means or how to get rid of it. It's acting as if it's telling you not to do that or that the whole site or that element is center aligned and doesn't want it any other way. Any idea what this is or means and how to fix it. Thanks

Oh I thought I would add, sometimes there's a center dotted blue line and others times not. Actually right now I was able to move the social icons and there was no red line or center blue line. I would still like to understand what that is all about as it comes up sometimes and other times the lines are gone...

It's happening with other things as well, images, text boxes... It seems so random, on some text boxes it happens but not on others.

OK I think I'm figuring it out. It seems to be connected to (advanced - size and position - docking) I think this is why it was happening and you can stop the lines by deselecting the docking behavior but as I said, I would still like to understand docking behavior and why it shows up in the preview. How and why docking is used is somewhat confusing to me. I was using it to center align my images... Is this not the right tool to use for alignment?
