Customers getting a message that items in their cart can't be shipped to their location.

I have heard from 6 customers over the past 2 days that they are unable to place an order.  They are receiving the following message when trying to checkout.

"Unfortunately one or more items in your cart can't be shipped to your location.  Please choose a different delivery address."

The addresses are all valid and some are returning customers who never had a problem ordering in the past.  The items are in stock.  The orders do not have any common items between them.  I haven't been able to get feedback from all of them but I noticed that the first 3 were emailing me from an ipad. 

I know 3 were able to place an order but I haven't been able to get details. 

Any ideas?  Of course, this is my busy time with a sale and I never heard anyone running into this problem before.
