new page has different background colour and set exactly as the others!

I have the exact same background for all pages the new page I have copied the exact settings as the other pages and it is set to change all pages...it is NOT changing the new page to the same as all the others...a white background outside the pages ......HELP! I have been on the communities and nothing matches
