cant edit a photo or enlarge

When uploading a photo on my IPAD I can not edit photos or enlarge. I end up Publishing as my IPAD is impossible to arrange photos, texts and such. I publish, log into my desktop then adit my site from there. These photos are not giving me an option to enlarge or edit as far as frames and such. I can enlarge the thumbnail to large but its not large enough. Ive attempted to edit the size by typing in a number but defaults to original number for current photo size. Any suggestions?
