IP blocked

An email I sent today has been returned undelivered with the following reason "Delay reason: SMTP error from remote mail server after end of data: 421 Policy ( Too much SPAM received from on 2018/12/02 21:20:54 GMT. If you share a mail server consider moving to a dedicated mail server not sending SPAM.

My email was not SPAM, it was a single email to my mother. An Internet search suggested that only the server owner can resolve this. Another thread suggested checking the IP address to establish if it had been blocked, and my search of the IP said that it is blocked. What can be done to resolve this?
