Editing site builder

Unable to edit site builder after logging in and clicking on "Manage"  Message comes up:  Verifying all files are up to date"  Then goes to: Copying updated files. May take a while" Never goes away and still can't edit my site. Erased cashe files and still not able to edit site. What is the problem????
