Setting Up Sitebuilder

The laptop that I've been running Sitebuilder (original) on since 2013 imploded after Windows latest round of updates.  I'm trying to set up Sitebuilder on a new laptop.  The program keeps saying I'm not online - probably related to firewall or some other security issue. I am trying to make Sitebuilder allowed in my firewall list but so far it's still not connecting.  Wondering if anyone has any tips.  Thanks.
