I am unable to use the online Site Builder on an old website that I have neglected for some time. Help please.

www.grannysbookbox.homestead.com  I am unable to use online Site Builder to edit this site.
Need help.  I am wondering if I now have to have a domain name for this site in order to use THE SITE BUILDER?
