HTML Drop down menu goes behind Flash file in Internet Explorer but not Firefox.

I have a drop down navigation menu using HTML code. When the list comes down it goes in front of the text on the page (which is correct) but the rest of the list goes behind my Flash file. It only does this in Internet Explorer. It works fine in both Firefox and Chrome.
